      • Retired State Highway Patrol Colonel, David Leon Matthews, 94, of Fayetteville, NC, passed away at the NC State Veterans Home in Fayetteville, NC. David was born to the late Ollie and Elizabeth Matthews on his family's tobacco farm in Harnett County. After graduating high school in 1943, he joined the US Navy and served in the Pacific with the Navy's Submarine Fleet. At the end of WWII, he was stationed in Pearl Harbor. After being discharged from the Navy, he entered NC Basic Patrol School in 1948. His first duty station was in Dunn, NC, where he was promoted to Corporal and transferred to Gastonia after seven years. He continued to climb the promotion chain and was assigned to several different North Carolina areas over the course of his long career. He was a graduate of the FBI Academy. David was promoted to the rank of Colonel commanding the North Carolina State Highway Patrol while stationed in Raleigh in 1983. After retiring in 1985, he was a member and actively involved in the Masonic Lodge and Sudan Shrine for over 50 years. In 1991, he was the Director of the Royal Order of Jesters and in 1993, David was named Potentate of the Sudan Temple. In his free time he enjoyed playing guitar and was a member of several country and western bands. David will be missed by many. He leaves behind his daughter Dawn Carpenter, son David "Matt" Matthews, grandson Ronald Carr, and sister Betty Gilchrist as well as several nieces and nephews and fellow retired highway patrolmen who he kept in contact with over the years. Funeral services were entrusted to Adcock Funeral Home and Crematory, Spring Lake. Graveside services were held at Harnett Memorial Park in Lillington, NC.

      • Wife of Ernest Millican. Linda Faye Patrick Millican, 76, of Fuquay-Varina, passed away on Monday, March 11, 2019. Linda was born in Harnett County to the late Johnnie and Geneva Patrick. She worked in claim services with Nationwide Insurance for 40 years before retirement. She was a faithful volunteer, delivering for Meals on Wheels. Above all else, Linda loved spending time with her family, especially her grandchildren. Linda was preceded in death by her husband, Ernest. She is survived by her son, R. Craven Millican and his wife Kristi; daughter, Adrienne Millican Matthews and her husband Jason, all of Fuquay; four grandchildren, Brighton, Carleigh, Fisher, and Emily; and four siblings, Tommy Patrick, Elvira Bartley, Bea Coats and Sandra Harrington. Arrangements were handled by O'Quinn Peebles Phillips Funeral Home. Services were held at the funeral home chapel with burial at Harnett Memorial Park in Lillington, NC.

She was born in Roseboro, NC, the daughter of Robert Calhoun Owen and Maggie Gavin Owen. Mrs. Morgan was predeceased in death by her husband of 56 years, former U.S. Senator Robert B. Morgan and by their daughter, Alice Jean Morgan. She is survived by three children: Margaret Morgan Holmes and husband Edward of Chapel Hill and grandchildren Grace and Robert; Mary Morgan and Bob Saunders of Raleigh and granddaughter Elizabeth Morgan Reeves; and Rupert Tart and wife Valerie of Angier and granddaughters Emma Jayne Crews, and Heather Schaffer and her husband Davey. She was predeceased by a sister, Mildred Owen Bradley of Raleigh and a brother, Robert Owen, Sr. of Roseboro. Surviving nieces and nephews are Sylvia Sutter and husband, Bobby; Lou Batton and husband Darnell; Sue Phillips and husband Lee; Michael Bradley; Tim Bradley and wife Julie; Robert Owen, Jr. and wife Debbie; David Owen and wife Jacque; Mary Lou Matthews and husband Billy Ray; Nancy Morgan Brady; Larry Morgan and wife Nancy. Mrs. Morgan was a 1946 graduate of East Carolina Teachers College (ECU), from which she also obtained a master's degree. Active in a host of campus activities, she was elected senior class president and voted most popular. While there, she met her husband Robert and enjoyed jitterbugging at "girl-break dances." Over the decades, they were among the University's most loyal alumni and stalwart supporters. Mrs. Morgan served on the Board of Trustees at ECU, was selected as one of ECU's 100 Incredible Women in its history, was a Centennial Honoree of the Foreign Language and Literature Department and a member of the College of Education's Hall of Fame. She was a member of Phi Kappa Phi Honor Society and Delta Kappa Gamma International Honor Society for Women Educators. Her career in public education spanned 35 years and included teaching English and French at public high schools across eastern North Carolina including Dunn, Atkinson, Warsaw, Grimesland, and Fayetteville, where she was beloved for her playful spirit and known for the good discipline she maintained without raising her voice. The "Katie Earle Owen Morgan Scholarship Endowment" at the ECU College of Education was established in her honor by one of her former students. Her passion for helping others led to her selection as the Director of Neighborhood Youth Corps, the first federally-funded community youth program in Harnett County. Mrs. Morgan was an early advocate for Cystic Fibrosis research and helped establish North Carolina's chapter of the Cystic Fibrosis Foundation. She was named Volunteer of the Year for the State of North Carolina for her work with Cystic Fibrosis and served on both the state and national Boards of Trustees. Her volunteer service also included serving on U.S. President Jimmy Carter's National Committee for Handicapped Persons, the National Special Olympics Committee, the Governor's Advocacy Council for Persons with Disabilities, the Governor's Advocacy Council for Prevention of Child Abuse and more recently, as the citizen representative on the North Carolina Veterinary Medical Board. Mrs. Morgan had a lifelong involvement in politics, speaking at Democratic events across the state and often serving as a surrogate for her husband in his political campaigns. The Harnett Democratic Women honored her civic contributions to the county, state and country by establishing a "Katie Morgan Day" in 1975.       • Husband of Katie Earle Owen Morgan. Robert Burren Morgan, former Attorney General of North Carolina, United States Senator and a prominent figure in North Carolina politics for a half century, died at his home in Buies Creek, North Carolina. Morgan, 90, was born near Lillington in Harnett County. He was the son of James Harvey Morgan and Alice Butts Morgan. Morgan attended Lillington public schools and earned a degree from East Carolina University. He graduated from the Wake Forest University School of Law. While still a student at Wake Forest, he filed as a candidate for the office of Clerk of Court of Harnett County and was elected, serving from 1950-1954. This launched Morgan's political career. He was a Democrat and a populist and throughout his life he championed the causes of working people and gave voice to their concerns and aspirations. Morgan established a successful law practice in Lillington and became known as a skilled trial attorney specializing in personal injury, criminal defense, real property law and anti-trust. In 1955, he was elected to the North Carolina Senate and rose to its highest office, President Pro Tempore. He served until 1968 when he was elected Attorney General of North Carolina. Four years later he was reelected. As Attorney General, Morgan established one of the nation's first consumer protection offices and was a tenacious advocate for North Carolina residents before the State Utilities Commission that sets rates paid for electric power. He was responsible for the passage of the "Little FTC Act" that made unfair and deceptive trade practices unlawful in North Carolina. He reorganized the Attorney General's office and hired outstanding young law graduates and practicing attorneys, two of whom later became Chief Justice of the North Carolina Supreme Court. He also hired the first African-American lawyer to serve in the Attorney General's office. Morgan believed strongly that law enforcement officers should receive professional training and persuaded the North Carolina General Assembly to establish a law enforcement training academy and to adopt standards for officers. He revamped the State Bureau of Investigation, which was then in the Justice Department, and after his service in the United States Senate served as Director of the SBI for several years. His landmark achievements as Attorney General of North Carolina and the leadership he provided for the National Association of Attorneys General was recognized by his peers who presented him the Wyman Memorial Award, naming him the Outstanding Attorney General in the United States. Morgan ran for and was elected to the United States Senate seat previously held by Senator Sam J. Ervin. Morgan was a close friend of former Senator and Vice President Hubert Humphrey who came to North Carolina and keynoted his campaign kickoff event in Buies Creek. He was a master of the legislative process, and the experience he obtained in the North Carolina State Senate served him well in the United States Senate. He held prestigious committee assignments that included Banking, Armed Services, Public Works and Select Intelligence. His expertise in the area of anti-trust was immediately recognized by his colleagues, and he was tapped by the leadership to lead the floor debate along with former Massachusetts Senator Ted Kennedy that resulted in the passage of landmark federal anti-trust legislation that had languished in the US Senate for years. While a member of the US Senate, Morgan was appointed by Senate Majority Leader Robert Byrd to the Board of Regents of the Smithsonian Institution, chaired by the Chief Justice of the United States Supreme Court. He served faithfully and with distinction and subsequently was appointed to the National Portrait Gallery Commission. He remained a Regent Emeritus of the Smithsonian and continued to be active therein until his health began to fail. Morgan was a fierce advocate for his alma mater, East Carolina University, and served as chairman of its board of trustees. He led the battle for university status for East Carolina and the effort to establish its medical school. East Carolina recognized his outstanding leadership and devotion by conferring upon him an honorary degree; presenting him with the Jarvis Medal, the University's highest service award; naming him Outstanding Alumnus; and presenting him with its Alumni Service Award. Morgan returned to the practice of law in 1991, opening a law office in Raleigh and Lillington with his two daughters. There he lovingly shared with them, not only his knowledge, but also his commitment to the justice that the law should provide. Trying cases with his daughters was one of the most meaningful gifts that he gave them. He continued to practice law into his 80s. From 2000 to 2003, Morgan served as founding president of the North Carolina Center for Voter Education, a Raleigh-based nonprofit and nonpartisan organization that seeks to increase civic engagement in North Carolina. He persuaded his friend Senator John McCain of Arizona and later candidate for President, to come to Raleigh and make the organization's kickoff speech. Morgan had a life-long interest in issues related to persons with disabilities and also was an advocate for environmental causes. He had a distinguished military career. He enlisted in the United States Navy and graduated from Midshipman's School shortly before the end of WWII, serving from 1944-1946. He was recalled during the Korean Conflict serving from 1952-1955. He remained in the Navy Reserve through 1971, advancing to the rank of Lieutenant Commander. He served in the United States Air Force Reserve from 1971-1973, retiring as Lieutenant Colonel. Robert Morgan was a lifelong Baptist and served on the Board of Deacons of Memorial Baptist Church in Buies Creek and as Chair of the North Carolina Baptist Retirement Homes Foundation. Robert Morgan is survived by his wife, the former Katie Earle Owen of Roseboro and three children: Margaret Holmes and husband Edward of Chapel Hill and grandchildren Grace and Robert; Mary Morgan of Raleigh and granddaughter Elizabeth Morgan Reeves; and Rupert Tart and wife Valerie of Angier and granddaughters Emma Jayne Crews, and Heather Tart Schaffer and her husband Davey. Surviving nieces and nephews are Mary Lou Matthews and husband Billy Ray, Nancy Morgan Brady, and Larry Morgan and wife, Nancy. He had two sisters and a brother who predeceased him: Lucille Morgan Byrd, Esther Morgan, and Melvin Morgan. He was also predeceased by his daughter, Alice Jean Morgan.       • Wife of Marvin A. Murray. Henrietta O'Quinn Murray, age 85, of Lillington died peacefully at her home on Friday, December 6, 2019 as a result of complications from ovarian cancer. Henrietta was native of Harnett County and was formerly a resident of Raleigh and Emerald Isle. She was the daughter of the late Redden B. and Lillie Byrd O'Quinn and was preceded in death by Marvin A. Murray, her brother Selwyn B. O'Quinn and her sister Azalea O. Hinkle. She is survived by her sons, Daniel Byrd Murray and wife Debbie of Clayton; Marty Murray and friend Wanda of Broadway. Granddaughters, Jessica Murray Patterson and husband Matt of Broadway; Danielle Harris Murray and fianc‚ Jaeger Goepfert of Raleigh. 3 great grandchildren; Cole, Thatcher, and Julianna Patterson of Broadway. Special friend, Shirley Wicker of Lillington.
